THE STATE BUDGET – A CONTINUING SAGA
 
On Friday, October 16, the Ohio House introduced House Bill 318.  HB 318 is legislation enacting the governor's proposal to delay the last of five cuts in the state income tax for the remainder of the biennium.  The legislation is designed to offset the $851 million budget gap that exists now because the Ohio Supreme Court ruled the placement of video lottery terminals at the state’s racetracks is subject to referendum.  Passage of this proposal will help prevent cuts in K-12 and Higher Education. 
 
Hearings were held in the House Finance Committee on Monday and Tuesday.  The House Finance and Appropriations Committee reported out HB318 and the bill passed on a party line vote of 17-13.
 
 The bill now moves to the House floor for a vote today.  Following a vote by the House the Senate will take up the bill.  The Senate has not announced a timeline for movement of the bill.  It is expected that Senate Republicans will offer several onerous amendments such as ending the charter school cap and linking student performance to teacher evaluation.  Both of these bad ideas have already been introduced by Senate Republicans as separate bills.
